General Foundation of UCM Resolution dated 23 April 2021, offering enrolment grants to attend academic activities organised by the General Foundation of UCM, within the framework of the Complutense Summer Courses in San Lorenzo de El Escorial in July 2021.
Preamble
The General Foundation of UCM is a non-profit entity incorporated in perpetuity that seeks to contribute to comply with the purposes of Universidad Complutense de Madrid, cooperating in the transfer of knowledge, research and comprehensive human training. Its functions include the organisation and development of different academic activities, such as summer courses, Complutense schools and language teaching.

The aims and purposes of the General Foundation include the establishment, award and arrangement of grants and support for students, designed to facilitate access to training, encouraging studies and the spread of culture.

In compliance with these aims, the Foundation offers the following grants programme to facilitate access by students to different academic activities undertaken at the Complutense Summer Courses which are held in San Lorenzo de El Escorial in the month of July 2021.
One. Beneficiaries.
The grants are designed for different groups, including under-graduates, post-graduates and graduates, students at other levels of education, professionals in general and groups in a situation of unemployment and pensioners, along with the public in general, to attend the academic activities organised by the General Foundation of UCM in San Lorenzo de El Escorial in the month of July 2021, as contained in Annex I.

Beneficiaries must provide the documentation that accredits the requirements requested in this offer of grants.

Those people who fulfil the following requirements are eligible, in general, to apply for these grants:

A) For all applicant. To be of legal age and of Spanish nationality, nationals of other European Union Member States or non-EU nationals with legal residency in Spain, or nationals of Latin American countries.

B) For university students and graduates. Academic qualification: They must fulfil one of the following requirements:

B.1) Be officially enrolled for the academic year 2020/2021 or 2021/2022 for official studies that lead to a Bachelor’s Degree, Master’s Degree or PhD qualification at UCM or at any other Spanish university or university in the European Higher Education Area (EHEA) or any other equivalent studies according to prevailing legislation. This also applies to those that form part of the groups MIR (Resident Doctor), FIR (Resident Pharmacist), BIR (Resident Biologist), PIR (Resident Psychologist) or similar.

B.2) Have completed any of the official studies listed in the previous point after 31 December 2017.

B.3) Any university graduate prior to 2017.

B.4) Average qualification mark:

a) Those who have completed their official studies must accredit an average mark in their academic transcript, for a Bachelor’s Degree or equivalent qualification, equal to or greater than 5 out of 10.

b) In the case of students from other university systems, it will be necessary to provide the conversion of the marks to the Spanish university system, in accordance with the system of the Ministry of Science and Universities. http://www.educacionyfp.gob.es/servicios-al-ciudadano/catalogo/general/20/203615/ficha/203615

c) The accreditation of the average mark of those who have not completed their under-graduate studies will be calculated according to the arithmetical average of the courses they have taken up to the date of the grant application.

C) Members of the Complutense University community, professionals, pensioners and the unemployed. The corresponding accreditation will be requested.

D) Beneficiary students of any of the UCM “Seguimos” socio-economic grants programmes for the academic year 2020-21. In addition to complying with the requirements in section B), the corresponding accreditation will be requested.

E) Students with accredited functional diversity higher than 33%. The corresponding accreditation will be requested.
Two. Purpose.
Two types of grants – enrolment grants and accommodation and maintenance grants – will be offered on a competitive basis.

The procedure for the award of these grants, contained in Section Six of this Resolution, will be governed under criteria of equality, merit and capacity.
Three. Amount of the grants.
The grants, under any of their modalities, will consist of the application for an exemption from the payment of certain amounts from the academic services provided by the Foundation, and hence in no case will payments be directly made to students by the General Foundation of UCM. The award of the grants does not provide an exemption from the obligation to pay secretarial expenses to formalise their transcript.

The amounts of each of the grants are set out in Annex I.
  • Enrolment grant: The enrolment grant exclusively allows for the exemption from the partial or full payment for enrolment on the course or meeting applied for by the student.
  • Accommodation and maintenance grant: the accommodation and maintenance grant, up to the maximum amount established, exclusively covers the cost of the accommodation of the student enrolled on the corresponding academic activity during the period of duration of the course, at the accommodation provided by the organisation.
Four. Period to submit applications.
The periods to submit applications will be calculated as from the day after their publication on the web page of FGUCM and until the date indicated in said publication.
Five. Instructions on the procedure to award grants.
The Academic Committee of the General Foundation of UCM is established as the body to award grants, comprised of:
  • The Chair, who will be the Director General of the Foundation or the person delegated thereby.
  • The deputy Chairpersons, who will be the Assistant Directors of FGUCM, or the persons delegated thereby.
  • Members, who will be the rest of the academic officials of UCM attached to the Foundation, with a minimum of four.
This body to award grants will establish the procedure it considers opportune, taking into account the general award criteria:
  • Average mark of the academic transcript of the university students or graduates with B.1 and B.2 applicants, who have a preference over B.3 applicants.
  • UCM undergraduates and graduates will be assigned an additional point.
  • UCM Master’s Degree students and/or National End-of-Degree prize-winners, Arquímedes prize-winners and similar will be assigned an additional point.
  • PhD students shall be assigned an additional point.
  • Grants will be prioritised for undergraduates and those who have recently graduated above such other groups as the unemployed, pensioners and professionals in general.
  • Applications from students that are beneficiaries of any of the UCM “Seguimos” socio-economic grant programmes for the academic year 2020-21 will be specifically taken into account. Depending on the number of applicants, the Academic Committee of FGUCM, upon a proposal from the Vice-Rectorate of Students of UCM, will award a number of grants to these students, which will take into account equitable, academic and socio-educational criteria in their selection.
  • The unemployed and pensioners will be prioritised according to the order in which they registered.
  • As regards professionals, their CV and their affinity with the subject matter of the course applied for will be taken into account. The criteria of proportionality and relevance between the different fields of knowledge will also be taken into account.
In the case of workshops for the summer courses and other exceptional conditions, the Academic Committee will substantiate the inclusion of additional criteria in the offer.

The following may not be beneficiaries of grants, and will thus be excluded therefrom: (i) workers of the General Foundation of UCM and (ii) family members up to the first degree of kinship or affinity of any of the members of the Academic Committee that awards the grants.

The rulings of the Academic Committee will be published on the web page of FGUCM.
Six. Obligations of beneficiaries.
Beneficiaries of grants applied for shall be under an obligation to attend and profit from the economic activities they have been awarded a grant for, with the obligation to attend a minimum of 80% of the scheduled sessions, or 70% in the case of non-attendance justified on strictly medical or professional grounds.

Non-attendance on strictly medical or professional grounds shall be understood to be duly justified by attaching the corresponding doctor’s note or a note from their employer.

All the beneficiaries of grants must be registered on the web page of the Santander grants https://www.becas-santander.com/es and confirm their enrolment at the same time as registering on the course enrolment platform https://fundacion.ucm.es/CursosCongresos/Identificacion/IdentificacionFrw.aspx

And breach of the foregoing obligations shall be grounds for the refunding of the grant.
